Final settlement not paid by previous employer

My previous employer hasn't paid my final settlement even after 70 days of my last day.I've also served 16 days extra notice period.
HR doesn't reply to mails ,when contacted instructs to ask CEO.
And the CEO doesn't respond to mails or calls.

Send a notice by regd.post, demanding over due interest till the date of actual payment.
