Can We Legally Allow an Employee to Cash Out All 17 Earned Leave Days?

A worker has 17 earned leave (EL) and wants to encash all of it. Can we encash all 17 EL as per the law?

You have to go by your leave policy. It may be reasonable if encashment is permitted limited up to 50% of EL/PL leave at credit while in service, once in a year which is subject to Income Tax as applicable to 'salary income'. There is no legal sanction, maybe except for full and final settlement on approved 'separation'.
