Stuck Without a Relieving Letter: How Can I Resolve This with My Former Employer?

I worked for an MNC company for 1 year. After 1 year, I had to leave the company abruptly without going through their exit process due to my ill health. After 2 months, as per their rules, I had to pay Rs 50,000 to them for the breach of the service agreement. They sent me the service letter, PF, and FFS letter, but they did not send me the relieving letter. I tried to contact my previous HR regarding this, but he had already left the company. Whom should I contact as it is very important for me to get the relieving letter since my new employer demands it for my job?
