Leave encashment email

Hi All,
Please help me in drafting a formal email to the employees informing them about a new policy being introduced of leave encashment.
Would want the email to be encouraging and making them feel happy about a new policy. We have to also mention the rules of leave encashment.
It will be great if could get few reverts.
