How to cancel the Labour License without completion of work

Dear All,
We have made Labour License during Project execution and now project execution completed and we have started Operation & Maintenance Job which is a part of Same work order. Now don't have any work force beyond 15 persons. How I can close the Labour License without obtaining completion certificate. Kindly suggest.

Dear,
You have already completed the assigned job for which you have obtained the applicable Labour License. In such event you shall have to obtain completion certificate from Principal Employer for surrender of such Labour License.
