Confused About PMRPY Eligibility? Is It Based on Basic Pay or Gross Salary?

What is the basis for the calculation of eligibility for PMRPY? The limit of 15000 is based on basic plus DA or gross, which will include HRA. The original letter on the PMRPY site says only basic pay, but two CAs have advised on gross. Can someone clarify, please.

May I request you to peruse the attachment from the PMRPY site. The last page gives out the calculation and clearly states that it is calculated based on the basic pay.
