Registration of the proprietorship firm on PMRPY - employees on payroll should increase on monthly basis to qualify?

Dear Sir / Ma'am, We are small proprietorship firm of manpower and document scanning service provider in Pune. We have two full time employees and 19 other contract employees on site. We are EPF / ESIC / MSME registered. But we are not able to connect to PMRPY. Are we eligible to register on PMRPY. What is the procedure? Is there is any condition that employees on payroll should increase on monthly basis to qualify ? All have salaries less than 15001 rs per month.Please guide. Thanks.
