Is there any rule as to all Companies needs to get registered under Tamil Nadu Shops n Establishment Act

Is there any clause if employees less than 10 are not required to get registered, also no need to maintain various registers, etc...

Dear all,
Commercial establishments are categorised into:
i) Proprietorship - single owner
ii) Partnership & LLP (Ltd.liability partnerships) - more than one owner
iii) Trusts & Societies - AOP (Association of persons but not a company) regd under Trusts Act or Societies registration act;
iv) NGOs (AOP who are not aimed at making profit though may incidentally do some commercial activities) registered under the Societies registration act;
v) Companies - Ltd. & Not limited - Private & Public.(registered under the Companies Act, 1956/2013.)
It's obvious all these categories have to do certain commercial activities as main aim or incidental to achieve their Scopes & goals/Aims for which all of them have to employ required no.of persons. In the process of establishing these organisations excepting Proprietorship every establishment has to be registered as they are classified under relevant acts depending on their activities such as-Shops & commercial establishments act, Factories Act, Education Institutions, Hospitals & Nursing Home, Hotels & Restaurants Act as the case may be. These orgainsations should have registrations for PAN/TAN (IT)/TIN-GSTN/EPFO/ESIC/PT/MSME etc and above all the Labour Department certificate mentioning the No.of employees engaged periodically, some sort of (licence) for a period say-2-3 yrs, yrs etc. These registrations are mandatory without which no business and/or activity could be carried out. Necessary records/returns have to be maintained.
With a view to simplify the procedures and various compliance & maintenance of records govts are facilitating online registration and submission of single format for all labour related returns 'online' etc. Therefore one shouldn't see to such stipulations as cumbersome procedures, instead regulations aimed at social obligations to the society so that rule of law prevails. Also an obligation towards nation building.
