Start with basic requirement such as developing a basic structure, letters, joining kit, HR Manual, standard leave policies, job description to avoid confusion, Work timing, dress code etc...
Once your basic structure is ready and your employees are clear with their roles and responsibilities start elaborating the policies which will help you to set the structure role for you to follow.
