Maternity leave benefits - Shillong branch unable to process as registration was in Delhi?

I have taken maternity leave from 1st of august 2018. For 1st installment claim I have submit my documents in ESIC branch office Shillong on Nov 2018 but after few days they are asking sub code of Meghalaya from my employer since my ESIC registration was done from Delhi. But my employer from Delhi is saying that they cannot generate and ask me to go to Regional office instead . What shall I do now?

if sub code is not generated then send the documents to delhi office, for onward submission to their Regional office, only they can settle the claim
