EPF - Can employee withdraw his previous employment contribution? how?

Our current employee came and approach us for EPF withdraw. He was joined a month back without any break (Joined next day) from his previous. whereas we are mapping his UAN with our company and paid his last contribution as well. I need to know on my following query
1. Can he withdrawn his previous employment contribution? how?
