One of my employees is threatened by an outsider upon being strict with a subordinate. What is the responsibility of the HR department in this matter?

Please ignore it for the time being. If he calls again, as HR, offer to speak to him and explain the genuine need for discipline. If he persists, threaten him with a police complaint. Face him upfront.
