Overlapping Shift System for Better Handover: Do We Need Factories Department Approval?

We would like to introduce an overlapping shift system (30 minutes) due to shift handover and taking over issues. Is it required to get approval from the Factories Department?

If working hours, including shift overlapping time, are less than or equal to 8 hours per day, there is no need to inform any authority.

As of now, we are running two shifts (A & B: 6 am to 2 pm and 2 pm to 10 pm). We would like to change the timings to 6 am to 2.30 pm and 2 pm to 10.30 pm, which is more than 8 hours, including the lunch break.

There is a slight resistance. We wish to increase half an hour at the end of the shift. I doubt the legality, and we don't have unions.
