Delhi minimum wages got decreased w.e.f 05-08-2018 - issued by the Secretary / Labour Commissioner

I am sharing a image in the attachment. It seems that the Delhi minimum wages got decreased from 05-08-2018.
The image is related to a letter on MW issued by the Secretary cum Labour Commissioner itself, whereas in the Delhi Govt. portal something else MW figures is showing. The link is Office Of The Labour Commissioner
Please anyone if aware of, share inputs or clarifications.
