EPF transfer rejection - SUBMIT WITH PRESENT RPFC FORWARDING LETTER

My husband changed his job, from a company in Gurgaon to a company in Mumbai during the year 2016, then he applied for pf transfer (form 13) manually. it got rejected stating , "Claim-Form-13 (Transfer Out)(Transfer (Unexempted to Unexempted in other region or to Exempted Establishments)) Claim id-xxx, Member id-xxx ,has been rejected due to :- DATE OF JOINING -xxx DIFFER WITH OFFICE RECORD, CLARIFICATION REQUIRED (DOE xxx)OK"
Again he applied for transfer in the year 2018, again it got rejected stating , "Claim-Form-13 (Transfer In / Same Office) (Transfer (Unexempted to Unexempted in other region or to Exempted Establishments)) Claim id-xxx, Member id-xxx has been rejected due to :- SUBMIT WITH PRESENT RPFC FORWARDING LETTER/OK
We did not understand proper reason for rejection for the 2nd time, he raised grievance he got mail to contact gurgaon office, with some contact numbers. if we call those numbers no body picks the phone, or they are busy. Even i tried tollfree helpline number 180018005 it is always busy. what we should do, please help me

DOJ difference usually happens when the member changes frequent jobs and before payout of contribution of one establishment the member joins another establishment and applies immediately for transfer
if the previous employer does not makes you exit and you joined with certain company or extablishment, then the transfer claim would be in jeopardy, coz in such situation , the UAN with previous establishment will show " not employed with your establishment" and he can not be able to make exit, so physical mode of claim form has to be submitted iwth signature of present employer, stating the reason of missing or mismatch data
