Can Employees Claim LTA for International Travel or Is It Just for Domestic Trips?

Some employees have asked me if LTA can be claimed for international travel or is it limited to domestic travel.

As per Indian Income Tax regulations under Section 10(5), international trips are not covered under LTA/LTC.

If the law does not allow for LTA claims for international travel, how do some operators offer LTA packages to Singapore/Malaysia? They say the declaration point has to be Trivandrum or Port Blair. Is there any illegality here? I am a travel professional, and my company is trying to design products to cater to LTA customers. We want to understand this.
