ESI - can not refer him for super speciality treatment as company registration for ESI is less than 2 years?

I am an employee with ESI facility. In January 2016, my company registered with ESI. Recently, my father went to an ESI hospital. The doctor said that my father had heart problem. He needs super speciality treatment. But they can not refer him for super speciality treatment as company registration for ESI is less than 2 years.
I want to know if this is true?
