Is It True My Father Can't Get Super Specialty Treatment Due to Our ESI Registration Being Under 2 Years?

I am an employee with ESI facility. In January 2016, my company registered with ESI. Recently, my father went to an ESI hospital. The doctor said that my father had a heart problem. He needs super specialty treatment. But they cannot refer him for super specialty treatment as the company's registration for ESI is less than 2 years.

I want to know if this is true?
