EPF transfer - from one company to another in same group company?

If any employee transfer from one company to another in same group company ( Other state)and he withdrawal his EPF amount from first EPF branch through online. Team please confirm he will be treated as a old employee or new employees , he will get all benefit like (gratuity , EL ) as per Date of Joining or not.
