Is a startup exempt from PF for upto 3 years from the date of starting

I have extracted the following information form the PF- A start up is exempt from PF for upto 3 years from the date of starting.
But our consultants are telling me that no from the companies comes under PF act and when you reach to 20 employees it is applicable to you, whether it is from day one or after.
Kindly guide me in this regard and if you have such information in written somewhere then kindly share the PDF or link so that I can go though the same.

The principal Act had a provision which gave infancy protection for 3 years but the same has been deleted and now it is applicable from the day on which your number of employees becomes 20. Please refer any of the latest bare Act on Provident Fund and Misc. Provisions Act for details.

Your company once registered with PF after attending number of 20 employees PF contribution is compulsory. But, if you have new employees for whom the previous UAN number is not applicable then you may register them under PMRY where the employer contribution is been borne by the government upto specified timeline.
