Agreement between labour contractor and hr consultancy

Hi!
I am a HR Consultant, very new to the organization. I am working in a Hr consultancy. I was been asked to prepare an agreement which can be used between the Client and Consultancy for labour compliance purpose.
Can someone please help me with this?
