Does the company have rights to spy on their ex-employees to check where they have joined?
Based on the availability of their joining company details, can they send a notice for joining the competitor?

No dear Ssachin, after an employee leaves any organization it is his wish to join any where whether it is a competitor or other kind of business concern.
The point of notice does not arise as the spying itself is not correct.
