Suggestions for disciplinary action for unplanned leaves

AN employee would avail his quota of leave during the year either less or equal to or LOP in case of any exigency/ emergency/ casualty.
An employee with a plan can opt for leave either from Friday or Monday that best suits his plan.
You have to restructure your leave policy to fight against the problem mentioned by you.
You could also declare some incentives for working on Friday & Monday.
Estimate the mandays loss on account of above reason. During the year 104 (Friday & Monday) days multiple of employees are available mandays to work, if not NH or FH falls.
You quantify what is loss of manadays on account of leave proposed for these days and take a call, if loss is alarming.
Do not allow leave on those days without a solid ground or work that can not be postponed to other date (ask for a copy of proof).
