Dear Mr. Korgaonkar,
If I'm not wrong then, Act will remain applicable on admin staffs in Builder's office situated under implemented area of ESI and having strength of 10 or more employees.

Dear Manoj Kamble ji,
If you read the ESI circular construction 4/99, you will get answer to your question.
According to this circular, employees other than construction workers who are engaged at site on purely temporary basis are to be covered under ESIS.
