Pf deduction - company doesn't want to pay part (on increased salary)?

Working in manufacturing industry . My employer has announced 10 % general increment for FY 2018-19 . But, from that 10 % he is deducting 2.5 % ( Nett Payable 7.5% ) from my salary as a part of his contribution ( on increased salary ) on my PF account . He doesn't want to pay his part ( on increased salary) which is his responsibility .
Also Notable that he wont pay full salary in cheque . Only a part of actual salary is paid through cheque rest in cash .
What should I do to convince him ????????

It seems on reading your query that your perception on increment and your employer's perception on increment is different.
What I feel, your employer has announced 10 % general increment means, that is inclusive of all - direct as well indirect cost. That is today's trend and we call it as CTC. In this case your effective increment in salary is 7.5%.
Your query on part cash payment needs more details. But before raising query you should think of how it affects you. Knowing law is different. Govt has restricted cash payment now. Payment of wages are to be made through cheque or bank transfer.
