PF claim and EDLI after being jobless and then death - not sure if she will be eligible

My Sisters husband expired on Feb 2018 at the age of 36. He was working with one of company from 06-2016 to 08-2017 but after that is was jobless. When i checked his PF statement i see some 25k in both employee and employer share and zero amount in pension contribution.
Now we have to claim his PF and its insurance (EDLI). Not sure if she will be eligible for EDLI. can someone please guide us.

Sad news. But pl. clarify whether he was a member of PF on the date of demise of the employee (may be he was not earning but the employment was subsisting) . Even if he did not earn any salary after August 17, but if he was not terminated then there is hope.
