PF claim and EDLI after being jobless and then death - not sure if she will be eligible

My sister's husband passed away in February 2018 at the age of 36. He had been working with a company from June 2016 to August 2017, but afterward, he was unemployed. When I checked his PF statement, I noticed around 25k in both the employee and employer share, with zero contributions towards the pension.

Now, we need to claim his PF and its insurance (EDLI). We are unsure if she will be eligible for EDLI. Can someone please guide us?

Sad news. Please clarify whether he was a member of PF on the date of the employee's demise (he may not have been earning, but the employment was ongoing). Even if he did not receive any salary after August 17, if he was not terminated, there is hope.
