Delay in offer letter from Axis Bank - post has been put on hold

I had been confirmed for the role of Assistant manager in Axis bank. I got confirmation through e mail and over phone also. But its been past two months since confirmation and still I have not received the offer letter. Now the hr says that the post has been put on hold and there has been a communication gap between him and the head office and told me to wait for few more days and doesn't want to provide me an approximate time frame for the processing of offer letter. What does this mean can anyone suggest??

Keep try also for other opportunity, do not depend only on them. Also contact with their head office and HR tell them about you situation. Might be they will understand.
