Manager started mentally harassing my friend after resignation - best way to deal with this situation?

One of my friends resigned from his organization on 15 April 2018 as per the company policy of serving a three-month notice period. His manager accepted his resignation and documented it via email.

During his resignation period, his manager started mentally harassing my friend and did not allow him to take any leave. My friend decided to leave the organization because he was irritated by his manager's behavior and felt unhappy. He took medical leave during these days due to his health problems. However, his manager filed an HR case against him for taking medical leaves during this period. As a result, he is feeling more stressed and low.

I cannot see my friend in this situation. Please suggest the best way for him to deal with this and overcome it. He has already spoken with his manager about leaving early by paying the remaining month's salary, but there has been no response from the manager, who is very rude. What suggestions do you have for my friend to handle this situation effectively? Your prompt response would be highly appreciated.
