Whether a contractor can register and avail the benefits under PMRPY scheme?

Can anybody enlighten me whether a contractor can register and avail the benefits under PMRPY scheme. Consider contractor is an individual / proprietor.

If contractor is registered under EPFO then yes he can opt for PMRPY scheme if he is meeting all necessary condition. such as not a member previously before registration under EPFO PMRPY scheme.
As those employee are his direct employees.

PMRPY is applicable for all sectors. As rightly mentioned in earlier reply, if employee specific criteria are met- like first time PF membership of employee, wages not more then Rs. 15000, net increase in number of employees, then PMRPY benefit is available irrespective of business/industry of employer.
