Designing an HR system/Department/Office/Department for a new Company?

Dear All,
I have recently been recruited as an HR Assistant for a company which doesn't have a Functional/ Operational/Running HR department. My key role is to design one and get it running. Where should i begin from and what are the key elements i should look out for? All input is welcome!!
