Is a Nurse in a Government Hospital Considered Labor or an Employee for Maternity Leave?

Sir, one of my friends is working in a government hospital as a nurse. I want to know whether her work profile is termed as labor or employee. Her maternity leave is canceled, stating she is labor and not an employee. She has only completed education up to 10th standard. She has no idea, and I do not have much information either. Can you please clarify whether her work is classified as labor or employee?

As per my knowledge, if she is enrolled and paid on the rolls of the hospital, she is entitled to all the benefits. If she is paid by a third party outside the hospital rolls, she may not be entitled to benefits from the hospital authorities.

Thank you for your prompt reply. She is on the payroll of the hospital. Another point to note is that they are frequently stating that a nurse's job falls under labor, not employee. What does this mean? I have searched for different definitions of Labor vs. Employee but have not been able to find a solution.
