How and where to raise a complaint against on hr regarding statutory bonus not processed.

Dear Sir,
I was an ex- employee of xx Multilevel company. I had been following up with them from last 2 years regarding statutory bonus. They used to update me that they are working on it. But now they stopped receiving my calls. Kindly let me know the process of raising a complaint on them.

Beyond the points raised by Mr.Sai Ram,how old is the establishment or company you have worked with?
Has the company disbursed Bonus to all? Were you an exception to it ever ?
What was there reply or status of bonus payment when you were an employee there?
