Is the Minimum Wages Act Relevant for Engineering Consultancies in Maharashtra?

I would like to know if the Minimum Wages Act is applicable for engineering consultancy. The engineering consultancy is just to design things and does not manufacture those items.

If it's applicable, what should be the minimum wages for the employees working in the company.
