Can I Still File a Complaint for Unpaid Salary Arrears After Resigning?

I posted a query about 6 months ago regarding the non-payment of arrears of salary from a retrospective date by the employer on the grounds of my resignation from service. I was working as an Accountant in a private cooperative bank when I resigned. After the new Management Operating System (MOS) was signed in October 2017, the Accountant post was renamed as Assistant Manager.

Now, my query is whether I can lodge a formal complaint with the labor commissioner for refusing to pay the arrears of salary. The final installment of arrears was paid in March 2018.
