Understanding Maharashtra Minimum Wages and Allowances: Can Special Allowance Be Considered as DA?

Hello everyone, I have a few queries and requirements; please guide:

- Could anyone share Maharashtra minimum wages for the period of 1st July 2017 to December 2017 (English)?
- I would also like to know more about the 1st Jan 2018 notification regarding the same. I noticed in the January 2018 notification that there is only an increase in special allowance for Shops and Establishments.
- Can we consider this special allowance (1st Jan 2018 notification) as Dearness Allowance (DA)? Our vendor is using this figure as DA in the breakup and adding additional special allowance.
