Confused About Unified Annual Returns and Register Changes in Tamil Nadu? Let's Discuss!

Dear Seniors,

I need clarification for my doubts below:
1. What is the unified annual return in Form XXIV under CLRA amendment rules? Has anyone completed the same in the Labour department portal?
2. I believe we have all received information that the registers maintained under labour laws have been simplified, and some registers have been removed. Has this change come into effect? If so, what are all the registers as per Tamil Nadu State rules?

Could someone please share to help me enhance my knowledge?

Form XXIV is an annual return which is submitted by the principal employer to the labor office for the declaration of their contracts.

Earlier, Form XXIV was submitted by contractors half-yearly. However, it is now being unified for principal employers and contractors, and that is Form XXV. This form is to be submitted once a year, before the end of February 1st.

Filing Returns on the Shram Suvidha Portal

The Shram Suvidha Portal only allows the filing of the Annual Return. As per the act, the Annual Return is to be filed by the Principal Employer (PE). Unfortunately, there is no facility on the Shram Suvidha Portal to file Half-Yearly Returns, which, as per the act, is to be filed by Contractors.

My organization received an email notification to file Annual Returns on the portal, which we promptly did. However, the question remains about the Half-Yearly Return. Are we still required to file it as a "contractor"?

Issues with Labor Returns and Duplicate LINs

On the topic of Labor Returns, my organization has been allocated multiple Labor Identification Numbers (LINs), and we submitted a "remove duplicate LIN" request on the portal around 6 months ago. Regrettably, no action has been taken by the concerned department. Our inquiries with the CLC revealed that the de-duplication process will be handled by NIC. Despite multiple attempts, including telephone inquiries and requests to their toll-free number, we have not seen any progress. Has anyone else faced a similar issue, and if so, how was it resolved? Any insights would be greatly appreciated.
