To start new HR dept what statutory things has to be maintained???

To start a new HR department in a factory, what statutory things need to be maintained? By statutory things, I mean registers, returns, etc. Please state that clearly.

2. Shortlisted CVs
3. Recruitment File (Joining Formalities to Exit Formalities)
4. Employee Records
5. MIS Report
6. Health Insurance
7. PF Record
8. TDS Record (Form-16, Investment Proofs, Investment Declarations)
9. Professional Tax Record
10. Attendance.
