Can We Adjust HRA and Other Fixed Components During Appraisal for a Salary Hike?

Can we change the fixed components like HRA, conveyance, and wash allowance at the time of appraisal?

For example:
Basic: 4680
DA: 3171
HRA: 200
Conveyance: 500
Gross: 8551

I have to show the hike in Basic and DA and cut down on other components. Is that possible?

On restructuring, the important thing to note is that you should not reduce the statutory salary, i.e., Basic and DA, on which most of the statutory contributions and payments are based. Since there is no reduction in the basic and DA components of the salary; rather, they are increased, restructuring is not a problem at all.
