Compassionate Job Replacement: Are In-Laws Considered Dependents Under ESI?

One lady got a job on compassionate grounds in place of her deceased husband IP. Whether the dependent parents of her husband (father-in-law and mother-in-law of IW) would be dependent on her? If so, please provide the Act/rule/regulations/circular or court case.

As an insured person (IP), she cannot include her father-in-law and mother-in-law. She can only include her children and her father and mother if their monthly income is not more than Rs 5000. Since her deceased husband's father is alive, dependent benefit may also not be available to them.
