Dependency in ESI - job on compassionate grounds in place of her deceased husband

One lady got a job on compassionate grounds in the place of her deceased husband IP. Whether the dependent parents of her husband (father in law and mother in law of IW) would be dependent on her? If so, please provide the Act/rule/regulations/circular or court case.

As an insured person (IP), she cannot include her father in law and mother in law. She can only include her children and her father and mother if their monthly income is not more than Rs 5000. Since her deceased husband's father is alive, dependent benefit also may not be available to them.
