ESIC Claim in case of emergency - Should intimation letter be signed by the esic official?

I am a working member of an organisation which makes me a esic ip. Now, on 7th March 2018 I had to admit my father in a esic tie-up hospital in emergency during the evening time. The hospital gave me an estimation letter for emergency treatment to get the referral letter from esic on the next day i.e. 08-03-18. During this time, I had to pay all the expenses incurred.
ESI has sanctioned a referral letter on 8th March and the treatment is still continuing. On the third day of admission, hospital gave me an intimation letter asking for the approval of treatment to be duly signed by esic (p.s. this was the first time I was given this intimation letter, earlier a referral letter from esic would have been enough).
My questions are
1. Should this intimation letter be signed by the esic official. Is this a new process?
2. Can I claim the expenses for the day one thru esic. If so, how?

I have gone thru the links and got to know that I can claim for reimbursement. But there are no specific procedures listed on the website. Please let me know how this should be done.
