Struggling to Transfer EPS Service and Get a Scheme Certificate? Here's My Dilemma and Need for Advice

Hi, I worked for 11+ years in a previous IT company with PF exempted establishment. I had two different account numbers - PF (its own Trust) and EPS with UAN. After changing to a new organization (Un-exempted establishment), a new UAN was created with a new PF account linked with Aadhaar. I submitted Form 13 via OTCP in October 2016, and the EPF amount was transferred by June 2017 to the new EPF passbook with the Trust PF number. However, the member ledger from the current EPFO only shows current PF and EPS joining dates, along with the previous Trust PF number and its joining & exit dates. The previous EPS joining & exit dates are missing, indicating that the EPS service was not transferred. I resubmitted Form 13 with "Only for EPS Transfer" as advised by the previous employer, but the request was rejected citing "CONTRIBUTION NOT RECEIVED." I also applied for a Scheme Certificate by submitting Form 10c to the previous employer, but it was rejected due to Aadhaar not being linked in the previous UAN. I have updated the previous UAN with Aadhaar, pending approval from the previous employer. How can I transfer my EPS service to the current EPFO using the new UAN, possibly through "One Employee - One EPF"? How can I obtain a Scheme Certificate for the previous 11+ years of service to accumulate service for EPS?
