Is Paying ESIC and PF Enough, or Is MLWF Also Required for Construction Workers in Mumbai?

We are working in a power plant in the construction field in Mumbai. We submit ESIC and PF documents for each worker every month. Additionally, we have a WC policy for some manpower. However, they are now inquiring about MLWF. Therefore, we would like to ask if paying ESIC & PF makes MLWF compulsory or not?

MLWF Act is also applicable. You need to obtain the license under the MLWF Act and pay the contribution every year (July & January). Apart from MLWF, you need to maintain registers under BOCW Act and make payments towards cess.
