Shift Scheduling Dilemma: Should Apprentices Work the 2nd or 3rd Shift?

Our industry runs with 3 shifts. Should we engage apprentices in the 2nd or 3rd shift?

Normally, apprentices are not allowed to work in the 2nd and 3rd shifts. However, you can have them work these shifts after obtaining proper exemption from the apprentice advisor/board.
