Accident reports should be reported in factories or it'll lead to other legal issues

I am working with one Pvt Ltd company which is supplier to automotive manufacturing company. We'll cary engineering works like. Last week one person lost his little finger while pipe cutting. We have provided good treatment in private hospital but they are tried their level best to save his finger but unable to attach that we have reported to ESIC in form 12 online . But not reported to factories. What to do now some people are saying it should be reported in factories and some saying by reporting factories it'll lead to other legal issues which is right I'm in confusion what to do now. Help me any one. And also tell me how to get refund the treatment expenditure through ESIC.

EXTRACT FROM THE FACTORIES ACT, 1948
(Section 88)
Where in any factory an accident occurs which causes death or which causes any bodily injury by reason of which the person injured is prevented from working for a period of forty-eight hours or more immediately following the accident, or which is of such nature as may be prescribed in this behalf, the manager of the factory shall send notice thereof to such authorities, and in such form and within such time, as may be prescribed.

Trying to hide this accident will cause more legal complications.
