Temporary Payroll Dilemma: How to Implement PF Deductions Without MW Act Compliance?

I am working in an automobile sales and service setup where a large number of employees are working under temporary payroll without following the norms of specified rates under the MW Act. Now, to implement the PF deductions, what are the formalities required? Please guide.

There is no difference between temporary and regular employees for labor benefit rules, such as ESIC and EPF. The establishment has to cover them under their code and pay the contribution.

Is it mandatory for employees who are not on the payrolls of the company to be covered compulsorily under PF and ESI? Is there any act in this regard? Please clarify.
