Need Terms & Conditions for Hiring Manpower by Central or State Govt

I am looking for
a) "Exclusive Terms and Conditions for a Manpower Supply Contract" being executed by State or Central Government
b) Latest "Labour laws / acts w.r.t. Manpower Contracts" that needs to be followed for the above said contracts.
Request for details along with your advice please.

It is very much governed by the "contract labour regulation and abolition act 1970" and the Rules framed under this act by state government.
