Holiday Dilemma: Should We Offer a Day Off When Festive Holidays Fall on Weekends?

We have 12 festive holidays in our company. If festive holidays fall on Saturday or Sunday, does the employer require to settle it off by giving them a holiday on the following Monday? What if a festive holiday falls on the 1st and 3rd Saturday, which are off in our company?

It is not mandatory for the employer, but as a welfare measure, the employer may do this.
