Is it ok to ask staff to repair motor in empty rain water harvesting pit?

Is it ok to ask staff to repair motor in empty rain water harvesting pit or it is banned same as septic tank cleaning rules?
According to labour law, is it illegal to ask maintenance staff to open a motor or clean a empty rain water harvesting tank from inside? Does it come under labour law covering septic tank safety guidance. I think rain water tank is not dangerous or harmful.. its like a simple household tanks to be cleaned.. am i right?

Rain water harvesting pit, particularly a dry one may not be answering the description of being a septic tank. The septic tanks are closed pits where there is a possibility of toxic and inflammable gases arising from the sludge and other noxious material filling it. The Rules under the Employment as Manual Scavengers Act and their Rehabilitation Act 2013 mandates that no person shall be allowed to clean manually and lays down the obligations of the employer towards employees engaged in cleaning of sewers or septic tanks. The Act primarily bans any physical contact with excreta and mandates machine cleaning using protective appliances like gum boots, hand gloves etc. The possibility of any such harmful matter is not there in a rain water pit. You may try to use the municipal corporation staff to do the cleaning work rather than engaging any private contractor.

Since run-off rain water is being collected/harvested in a pit. The run-off rain water is not same as normal water, it carries lot of things which get collected/absobed in harvesting pit. Over a period the bio-degraded materials decomposed inside the pit and formed gases as per the substances. This nature of cleaning fall under the fire-safety, you can take the help from the local fire station. You may ask your EHS department to conduct gas detection check before start of operation. In general when such operation is carried out fresh air is being thown to pit by using blower fan.
Further, if the pump is a submersible type can be pulled out by linked chain or other type pumps are placed on top of water for which one need not have to go bottom of the pit. If it a an industry engage people working with water department.
