is it mandatory to submit nil return for international workers monthly by the establishment in IW-1?

Sir,
Is it mandatory to file a nil return every month to PF office regarding international workers in IW-1 form?
Is not can any one share the circular on this subject
with regards

In terms of para 36 of the PF Scheme 1952, every employer has to send a consolidated return of International workers, if employed by an establishment in the form prescribed by the PF department. It further says, if there is no international worker who is required to be member of the PF scheme, then the employer has to send a NIL return.
