The Government employees are governed by their service rules. You need to check the Central civil service rules or the service rules of the State concerned depending up on which govt. employee the woman is as Govt. employees are neither covered by ESI Act or Maternity Benefit Act. Other views welcome. However the Maternity Benefit Act was amended in 2017 enhancing maternity leave(benefit) from 12 weeks to 26 weeks in case of woman with less than two surviving children.
Other views welcome.

Sai,
Govt departmental rules are invariably as per relevant laws.
The querist has broken all rules of grammar and put up a very poorly written query.
