Ideally, this should have been signed before sending him on training. What happens if he refuses?

Don't you observe that in this forum, the very large majority are posting with their names, but you are choosing to hide yours. Is there any valid reason?

Secondly, you should have attempted a draft of the letter yourself first, uploaded it, and requested for value addition instead of spoon-feeding.
